The Center for the Study of International Cooperation in Education (CICE) was founded at Hiroshima University in 1997, as the first center in Japan for developmental and practical research for promoting international development cooperation in education. Since then, CICE has made steady progress thanks to the support of the Ministry of Education, Culture, Sports, Science and Technology (MEXT), the Ministry of Foreign Affairs, the International Cooperation Agency, Hiroshima Prefecture and many other organizations and universities.
As its research contribution, CICE has explored new models of international cooperation and systems for their evaluation, while supporting many development cooperation projects in education. The results of such research have been disseminated widely through organizing seminars and workshops and publishing its academic journal. The staff members of the center have also participated actively in governmental meetings and committees concerning international development cooperation in order to reflect the accumulated research findings on policy-making. Further since 2003 CICE has been designated by MEXT as a core institution to create a “knowledge-base system” about Japan’s experience with educational development and international cooperation in education. I believe that the center has performed its function as a national focal point for international educational cooperation, as was originally envisaged, although there is always room for improvement.
CICE has embarked upon pursuing a new mission on the basis of the achievements and experiences that have been accumulated over the initial ten years since its inception. Particularly with the financial support from MEXT, the center has just started in April 2009 a new project entitled “Africa-Asia University Dialogue for Educational Development”, which is a further development of a former international research collaboration project conducted since 2004 in cooperation with the United Nation Educational, Scientific and Cultural Organization (UNESCO), the United Nation University (UNU) and the Japan International Cooperation Agency (JICA).
