広島大学平和構築連携融合事業（HiPeC II）では、東京大学G-COE「死生学の展開と組織化」と共同で、「ハイペック国際平和構築会議2011・『災害からの平安』」を開催いたします。

本国際会議では、ハイペックがこれまで一貫して追及してきた現地主導性の観点に立ち、東日本大震災での地域社会の経験や、世界各地の紛争解決に向けた努力を事例として、確固たる平安を目指す人間の総合的能力について考えます。 会議では、世界中から公募した報告者を含む、インド、インドネシア（アチェ）、エジプト、スリランカ、ネパール、バングラデシュ、フィリピン、日本の8カ国の学者・実務家・市民社会の代表者が集い、紛争後の復興や自然災害からの再生に向けた、それぞれの社会の経験と知識にもとづく報告を行います。

また、当日の会場では、東北の被災地で復興に携わる行政担当者の声として、福島県知事及び南相馬市長からのメッセージを発信します。

コンセプト/CONCEPT

世界の各地における紛争の平和的解決への努力や紛争後国家の再建と和解への企てに加え、西アジア・北アフリカにおける民主化への動きなどが今日の国際社会の課題として浮上している。他方、近年まで有数の平和構築支援国と考えられていた日本も、本年3月の東日本大震災によって、第二次大戦後以来の復興支援を受ける側に立った。
　本国際会議は、このような最新の展開を受けて、「災害からの平安」をテーマに、広島大学平和構築連携融合事業と東京大学グローバルCOE『死生学の展開と組織化』が共同で開催するものである。
本会議では、異なる国・地域から学者、平和構築実務家、市民社会を代表する参加者を招き、コミュニティ・国家・地域の枠を超えた自然的／人的災害からの復興と平和・平安について議論する。そこでは特に、自然災害や反政府デモなど、極限状況における"人間の総合的能力"に焦点を当てて、「紛争後の民主化運動」、「エネルギーと環境」、「大規模災害からの復興」という3つの切り口からそれぞれの知を接合することで、現地主導型の平和/平安構築に確固たる基盤を与えるための条件を探り当てる。

Besides the efforts towards a peaceful solution of conflict or the attempts for reconstruction and reconciliation in the post-conflict states everywhere on the earth, the waves for democratization in West Asia and North Africa have surfaced as new agenda for the international community.

Furthermore, Japan, considered to be a leading donor for peacebuilding assistance until recently, is finding itself as a recipient of the reconstruction assistance for the first time since the end of the World War II after the Great East Japan Earthquake in March of this year.

These global, regional and local development have prompted us, Hiroshima University Partnership Project for Peacebuilding and Capacity Development(HiPeC-II) and the Global COE Program, Development and Systematization of Death and Life Studies, the University of Tokyo to jointly hold the International Conference on "Peace from Disasters".

This Conference aims to integrate the perspectives from academic scholars, peacebuilding practitioners and civil society activists from different countries and localities to explore the ways of building peace and reconstruction from various human and/or natural disasters across communities, countries and continents. By focusing on the comprehensive human capacities at the time of extreme devastation, this conference aims to cover four broad spectrums of peacebuilding initiatives that are to constitute the following three sessions and one panel discussion.

セッション/SESSION

 部会１「さまざまな人間空間における平和構築と民主化～共同体から大陸まで」
平和構築と民主化は切り離すことのできないテーマであると同時に、双方を結び付けて実施する上での困難さも内包している。本部会では、紛争後社会の制度構築をめぐる課題について、近年の西アジア・北アフリカでの政治的展開をも比較の対象に入れながら、ローカルなコミュティのミクロな問題から諸大陸間のマクロな問題に至るまで、さまざまな人間空間における課題克服の可能性を検討する。
SESSION 1: Peacebuilding and Democracy across Communities, Countries and Continents
Objective: While peacebuilding and democratization are two inseparable subjects, they include the difficulties at implementation. This session will illuminate the complex dynamics of institutional-building in post conflict society with those political development in West Asia and North Africa in comparative perspectives. It will examine various challenges of human life from the perspectives of micro to macro. e.g. local communities through countries to continents.

部会２「人類のよりよい生のために～核と環境をめぐる平和」
東日本大震災後、核・原子力が人類の生に及ぼす影響が本格的に議論されるようになった。再建されるべき社会はどのようなかたちであるべきなのか。本部会では、平和を環境の側面から捉え、より実現可能な形での政策提言を試みる。
SESSION 2: Nuclear and Environmental Peace for Better Human Life.
Objective: After the devastative Great Earthquake and nuclear disaster in Japan in March 2011, people around the world become more anxious about the future of human life that is affected by the use of nuclear energy. This session will discuss peace from the environmental aspect and seek for the realistic policy suggestion about what should be the society to be built after the reconstruction process.

部会３「壊滅的破壊とこころの回復」
大規模自然災害や人為的紛争によるダメージは、社会不安や対立、あるいは絶望を現地社会に拡大していく。これは平和復興の大きな障壁である。本部会では、壊滅的破壊からの復興の場面で人々のこころに生じる変化の過程に焦点を合わせ、再生への道を探る。
SESSION 3: Spiritual Reconciliation from Devastations.
Objective: Damages by a catastrophic natural disaster or human conflict cause and expand the social unrest, conflict or despair in affected societies. This is a big obstacle for peacebuilding. This session will pay attentions to the spiritual aspects of human development in the process of reconstruction from devastation in order to find the road to resurgence.

本パネル討議では、ハイペックの連携パートナ－、および東京大学G-COEと共同で、自然と人間をめぐる「災害からの平安」に関して、より広い共通理解に達することを企図し、本会議の各部会で出された論点を総合的に議論する。
Panel Discussion: Integrated Reconstruction from Natural and Human Disasters
Objective: This panel will summarize and integrate the key discussion points of each session and will suggest a common theory or method of reconstruction from all types of human disasters. The discussants of the panel, the members of partners of HiPeC and G-COE, the University of Tokyo, will focus on the overall theme of the conference taking into account the important points of each session with an aim to reach to a broader consensus about the Peace from Disasters, natural and human..
